Hello: My name
is Bob DiStefano, Founder and Managing Director of the Health
& Wellness Foundation, a non-profit, humanitarian
organization. Although I am not a medically trained
professional, I am surrounded by and affiliated with hundreds
of medical professionals, not only in the US, but
internationally. The fact that I have not been trained as a
medical professional is sometimes an advantage because I can
converse in layman’s terms, which at times is far less
confusing then medical terms. (See brief bio under “Executive
Committee” Section)
As an example, to have you understand the importance and
effectiveness of the use of Oxygen Therapies simply think of
this………You can go weeks without food, days without water and
just minutes without oxygen. This onto itself should have the
least medically sophisticated persons in the world begin to
have a basic understanding of the importance of Oxygen
Therapies.

Because we use little to no drugs/pharmaceuticals, the Medical
Authorities such as the FDA require that we comply with their

 The
Health & Wellness Foundation has researched, experimented and
improved upon little known but proven therapies in the field
of Oxygen Therapies also referred to as Oxidative Medicine. We
provide historic data as well as clinical-derived data. Much
of this information is considered “anecdotal”, first because
much of the clinical data was generated pre-FDA and is not
recognized by today’s standards. Unfortunately, to develop
clinical data within the established guidelines of today the
cost is in the millions of dollars. Also understand that there
is no motivation for the pharmaceutical companies, or other
profit-motivated organizations to participate in our pursuit
of natural healing techniques because the vast majority of the
modalities are not patentable and therefore not as profitable
as synthetics and various drugs. Some of these modalities
studied were used successfully for a hundred years and were
“grand fathered” in pre-FDA. Unfortunately, again there is no
profit motivation for “Big Pharma” to participate. I might
also add that Alternative and Natural Therapies is the fastest
growing segment of the health care industry. Much of this was
generated because of the Vioxx scandals and similar drug
related problems such as Premarin, Prempro, Lipator, Zocor and
many more, all with devastating side effects.
SOME BASIC
FACTS ABOUT OXYGEN THERAPIES
Many medical
articles and books have been written extolling the efficacy of
Oxygen Therapies. A bevy of educational books such as “into
The Light” and “Hydrogen Peroxide; Medical Miracle”
by William Campbell Douglass, MD, “Healing Photons” and
“Close to Nature Medicine” by Ken Dillion, PhD., are
available in the public domain. (Please note that both Dr.
Douglass and Dr. Dillon are Executive Committee members with
the H&WF.)
In addition, there is a “must read” book entitled “Flood
Your Body with Oxygen” by “Mr. Oxygen” himself, Ed McCabe.
Ed McCabe’s first book “Oxygen Therapies, A new Way of
Approaching Disease”, written in 1988 did not have a major
publisher and yet sold 250,000 copies by word of mouth. This
says something about the public’s willingness to learn about
natural healing methods. This was the first book to detail
every known therapy that used special forms of oxygen to
eliminate disease and restore health by ridding the body of
toxins and microbes, while simultaneously boosting he immune
system. “After all”, he teaches, “your immune system runs on
oxygen, and disease causing microbes like most of the bacteria
and viruses cannot live in it”!

INTRODUCTION
The Foundation
has identified and successfully tested, proved, and improved
the efficacy of Oxygen Therapies often referred to as
Oxidative Medicine and the associated delivery systems. For
over 100 years Oxygen Therapies or Oxidative Medicine has been
referred to by many names in literature such as
Photoluminescence, UVBI, UV Light Therapy, Photopheresis,
Bio-Photonics, Ozone and Hydrogen Peroxide to name a few.
Approximately sixty years ago many of these modalities
virtually disappeared from mainstream medicine.
Oxygen Therapies are effective and inexpensive. These
remarkable healing technique works by simulating the body’s
immune system and has been especially effective against blood
borne diseases. It also has the added benefit of being able to
resolve numerous infections simultaneously, without
contributing to the increased incidence of negative drug
interactions that are prevalent in current medical practice.
In addition, there are little or no documented side effects!
H&WF has compiled compelling evidence that Oxygen
Therapies/Oxidative Medicine, UV Light, Ozone, Hydrogen
Peroxide and other Alternative Therapies are efficacious.
Diseases that have been successfully treated with the
Foundations medical protocols include the following: HIV/AIDS,
TB, Hepatitis C, Upper Respiratory Diseases, Chronic Fatigue
Syndrome, Diabetes, Asthma, Human Papilloma Virus (HPV)
Stomach and Intestinal Disorders, Staph and Blood Stream
Infections Psoriasis, certain Cancers and a host of other
diseases
Technological advances in electronics used in administering UV
treatments, and marked improvements made with photoactive
substances have also elicited highly significant results. H&WF
is convinced that further development of these technologies
can save millions of lives.
The Foundation has recently provided Oxygen, Light and
Oxidative Therapies in several African countries and in the
Dominican Republic. (See the HIV/AIDS Section). The
opportunity was given to demonstrate the effectiveness of
these treatments. The scientists and Foundation researchers
who witnessed ongoing positive treatment outcomes summarized
the results as “highly promising”. Recipients of the
treatments, and their significant others, often described the
results as “miraculous” as health and overall quality of life
were restored quickly and inexpensively.
H&WF will continue to enlist the expertise of medical
professionals, institutions, organizations and specialists to
help with these promising treatments. H&WF is attempting to
facilitate the establishment of properly controlled clinical
studies within the FDA protocols. H&WF will provide all
current date regarding Oxygen and Oxidative Therapies,
treatment devices and delivery systems including “Energy
Medicine” such as lasers, topical bio-modulators and
Electro-Magnetics. Information generated as a result of these
medical procedures will be shared by HW&F worldwide, without
regard to race, religion, nationality, or gender.
 HIV/AIDS;
THE GLOBAL EPIDEMIC:
UNAIDS and CNN Special World Health, both report approximately
46,000,000 AIDS afflicted people worldwide and although
hundreds of millions of dollars have been spent in search of a
cure, no effective solution has been found. The so-called
“cocktail” has side effects so severe that many AIDS patients
refuse to take the medication.
The implications are dire: A virus that once seemed on the
verge of containment is rampaging like wildfire, beyond the
reach of drugs that promised to transform AIDS into a chronic
but treatable condition. In the last 4 years over 20 million
new cases of AIDS were reported. According to the World Health
Organization (WHO) approximately 44 percent of adults living
with HIV/AIDS worldwide are women.
Two decades into the HIV/AIDS epidemic, the HIV virus is
proving remarkably and lethally adaptable, outwitting the most
potent medicines produced by scientists to date. An estimated
eight out of ten persons with detectable HIV virus have
developed resistance to at least one drug in the HIV/AIDS
medicine cabinet, i.e. the “cocktail”. At a national gathering
of infectious-disease experts in Chicago, reported that 51% of
infected patients have exhausted drugs in at least two of the
three classes of AIDS medicines currently in use.
Dr. Nicholas Hellmann, author of an AIDS study reports that
“HIV is a very savvy virus and can mutate as rapidly as we can
identify new drugs. It’s going to continue to evolve and there
is no drug currently available or on the horizon that is
immune to this rapid resistance development”. In fact the
solution from the Barcelona, Spain Conference was the
production of more Retroviral Drugs. Hence, the production of
FUZEON, a new class of Retroviral Drug which alone cost
$20,000 per year.
It is estimated that approximately 45% of HIV/AIDS patients
and/or those with AIDS related diseases either develop a
resistance to the “cocktails” or develop severe side effects.
The Foundation and its researchers believe UV Light Therapy
can effectively treat these unfortunate souls and restore a
quality of life for them. Our focus will be to educate and
encourage medical professionals to treat persons who no longer
respond to the “cocktail” treatment for HIV/AIDS or the
Interferon/ Ribaviran treatment for Hepatitis C.
RECENT, SUCCESSFUL TESTING HISTORY UTILIZING UV LIGHT THERAPY:
1990: In 1990 the FDA approved the use of a Photopheresis
machine for study, developed by Dr. Eldeson and a company
called THERAKOS, a subsidiary of Johnson & Johnson. They were
granted preliminary certification to perform clinical trials
studies with HIV and Graft Host Diseases. Studies which were
performed by Columbia University’s Photopheresis Unit in
Morristown, NY demonstrated that 4 of 7 patients (57%) with
HIV/AIDS became NEGATIVE after 5 to 19 treatments and remained
so for 14 to 16 months after termination of the study. (Taken

The Therakos delivery systems main fault was the high cost of
each treatment, which was estimated to be $4000 per treatment
and the length of time was over 4 hours. The Health & Wellness
Foundation technology has access to delivery systems that cost
substantially less per treatment and takes 30 to 40 minutes.
The H&WF technology can substantially reduce health care costs
for this dreaded disease at both state and federal levels.
2004: In the later part of 2004 the FDA approved a clinical
trial for the non-pharmacological treatment of Hepatitis C
under the Investigational Device Exemption (IDE).
Non-responders to Interferon/Ribaviran were tested. As an
example of the effectiveness of UV Light Therapy in the trial,
it is reported that 3 subjects had sustained viral load
reductions of 90% or greater at 10 weeks post treatment and
eight had sustained reductions of 50% or greater. Only 2
subjects did not respond to the therapy. There were no
reported adverse events related to the therapy
2005: Beginning in 2005, HIV/AIDS clinical trials were held in
the Dominican Republic by one of our research doctors proving
UV Light Therapy was safe and effective in the treatment of
HIV/AIDS. 36 patients were treated with the UV Light Therapy
and with outstanding results.

2007: A
recently developed non-invasive, sub-lingual HMR UV Delivery
Device breaks into the world of Alternative Medicine. No one
could have projected its efficacy and economical use. For the
last couple of years it has been tested rather extensively in
Africa and the results are impressive. Its effectiveness and
ease of application astounds most medical professionals
familiar with the UV Light treatment modality. Almost 200
patients in Africa are reporting undetectable viral load
levels. After research we have come to believe that this is
the 1st time in the history of the HIV/AIDS virus that a
combination of a negative Elisa test and an undetectable viral
load test was achieved after having been diagnosed with HIV!
It is indicated that a few other accomplishments for this
device has been: An efficacy for treatment of certain Cancers;
The HMR delivery device has been shown to disarm Malaria; The
HMR developers designed oxygenated water to compliment the HMR
device; A newly designed HMR device has been manufactured in
Japan; A partnership has recently been developed with Catholic
Hospitals in Ghana; The device reduced a gangrene infection in
88-year-old Israeli man. The HMR device has been introduced to
Medical Communities in several foreign countries for further

further details.
Successful use of UV Light Therapies has a history of more
than 100 years. Through the 1940’s and 50’s, it is estimated
that dozens of physicians performed more than 300,000 clinical
tests and besides their great curative success the most
notable fact they mention is that not one person died from
this treatment modality. Hundreds of medical doctors worldwide
currently utilize this effective treatment modality for many
blood borne diseases. (Read the “Understanding UV Light

Throughout the
decades data was developed worldwide proving the efficacy of
UV Light Treatments. Unfortunately, within today’s FDA
protocols, the information is considered “anecdotal”. Formal
clinical trials in the US are expensive. We need financial
help! Tax deductible donations and grants are welcomed.
H&WF believes it is time for “mainstream medicine” to
incorporate UV Light Therapy, Oxidative Medicine and other
proven Alternative Therapies into the medical protocols of
today. Talk to your church members. Talk to your congressmen.
Talk to your local politicians. Talk to anyone of influence.
